One possibility for him might be to contact this guy, who can stream the channels to him from Taiwan - http://www.taiwansatellite.tv/. The cost of a subscription and data package might work out less than shelling out for a permit.

Dear Sir

I am deeply in sympathy with a lady in Hamilton who should pay 1100.00
to apply for a permit to install a 3m satellite disk to watch Chinese TV
programs and not gauranteed to be granted.This case is not alone. about
eight years ago first time I made a enquiry at Christchurch about install
a 3m satellite dish, then I was told that I should apply for permits as
follows:
1. Resource consent
2. Building permit
3. Neighbors consent
4. Advertising on paper
5. Open public meeting, if somebody object
6. Public meeting shoud be attended by two officers, whom you should pay
70.00 per hour
Total cost around one thousand dollars.

Since then I had visited CCC a few times, each time I was told different.
like
1. Resource consent only
2 Building permit only
3. NO permit needed if the total height is under 6 meters
4. No permit needed if it is under 7 meters and size is under 2 meter.
the area is not large than 0.4 squire meter.

I don't know which one is correct to follow?

Now is 21th century, satellite become part of our daily life,overseas telephone,

internet, fax, living broadcast etc. In NZ there are around
400,000 people whose mother-tone are not English,they need to watch
satellite TV from their home country to cure their home sick.

It seems there is no specific council rules solely deal with "installtion
of satellite disk", They use some rules established in 19/20 century.
There is no uniform rules around whole country. Each council has its own
rules.In order to make this matter simple I draft some simple rules for
your opinion and public discussion.

Rules for installation of satellite at home

1. size: 3m max or 2.4m max. they can receive most programs from overseas.
2. Height: 6m or 5m (from ground to top, after installtion)
3. Prefering in back garden
4. Disk is used to receiving only, not trasmitting.\
5. Distance from fence is one meter or more
6 An application form is designed and printed by council for easy use
7. Council Charge will be 100.00 , discount for senior and studnet
