I you need to install libfaad2 & the libfaad2 filter wrapper. From the libfaad 2 filter wrapper's readme:
1. Terms of Use
The Libfaad2 Wrapper Filter is a free add-on for DVBViewer users. You use it at your own risk. It is provided "as it is" without any warranty.
IN NO EVENT SHALL THE COPYRIGHT OWNER OR DISTRIBUTOR BE LIABLE FOR ANY DIRECT, INDIRECT, INCIDENTAL, SPECIAL, EXEMPLARY, OR CONSEQUENTIAL DAMAGES ARISING IN ANY WAY OUT OF THE USE OF THIS SOFTWARE, EVEN IF ADVISED OF THE POSSIBILITY OF SUCH DAMAGE.
Please note: The current filter is not a fully fledged AAC decoder. Its main purpose is to cover DVB requirements.
2. Requirements
Using this filter (particularly for Norwegian DVB-T) requires
• DVBViewer Pro 3.9.1 (or later) resp. DVBViewer GE 2.4.4 (or later)
• DVBViewer Filter 3.0.0 or later. Please download it from the members area (plugins section), if not yet done, and read the ReadMe!
• The file libfaad2.dll, which is not part of this packet. You can find it in the web, e.g. a fairly up-to-date versions in the KMPlayer zip file (open source player, easy to find), or get an older dll version from rarewares.org. Both should work. If you have installed ffdshow (see http://ffdshow-tryout.sourceforge.net/), the libfaad2.dll may already be present on your hard disk - check it.

Go to http://www.dvbviewer.com/members/ and download the "libfaad2 Wrapper Filter" (under the Plugins section). It's right there in the zip file.

tried that and another brick wall.... i need a login and password for the members area and aparently my forum login is not valid for this area. there does not seem to be any where to apply or get a dvbviewer members area login.

You get those details emailed to you when you purchased it - the user name for the download area is your email addr, and the password is ~8 random letters/numbers.

I had the same problem and downloaded the codec from this page:
http://blog.monogram.sk/janos/2008/03/04/monogram-aac-decoder-0920-beta/
Extract the .ax file to your system32 directory, then register the file by going to Start -> Run and type "regsvr32 mmaacd.ax" (without the quotes). After that change the aac audio decoder in dvbviewer options to the monogram aac audio decoder. Hopefully you should now have sound. This solution worked for me.

TV One have removed their AC3 audio stream in the past few days, you might need to do a rescan.
