Will they turn it off again?

Typically you could expect around a week to a fortnight for testing a new service
so could be on and off while tests are made . But due to the current weather conditions
on the mountains , that may be shorter !!

It went off today, but is back on now. According to third hand information (supposedly from one of the people putting the transmitter together), it was turned off for the weekend because it was "interfering with sky".

This doesn't really sound right to me (with a satellite dish being a highly focused parabolic antenna), but given how little I understand of radio I am not really sure...

That is possible ( Indirectly) some of the decoders may be set up to use RF out to the TV set rather than by A V cables
ch 32 34 or 36 same as DTT may have been used as the Modulator output channel
Could be cured by removing the UHF loop from the SKY box or changing the RF out away from 32 to 36 etc
The same may go for some DVD recorders and VCRs that use those channels as the output
