I've noticed if you have Google Earth installed, they have taken the Camera vehicle for Google Street View right up Wharite Peak road to the end and have some good photos of the TV mast and housing up there. I would imagine if other TV transmitters around NZ have public roads, it maybe the same case too.

That would depend on the road access eg many have locked gates !!
