Unlicenced analog transmissions

Hi all. I've been thinking, does anyone know if New Zealand law allows unlicenced broadcasting, similar to the US? I know that here in chch, there's an amateur tv station (too weak for me to get a watchable pic though), so I've been thinking about setting up my own station, but I'm too broke to get a licence.
